We apply preventive measures to reduce the number of accidents, both in the construction administration phases.
The maintenance of the motorway is carried out in accordance with the management indicators, which take the service provided into account, along with the state of the road safety. Some of the refurbishing measures carried out include
- Expanding the toll area esplanades.
- Installing acoustic panels as necessary, according to the priority level.
- Improving the lighting system.
- Improvement to the Amorebieta services
- Improvement to the Iurreta rest area
Our services and facilities

The motorway has a Traffic Management Control Centre that operates 24 hours a day, 365 days a year. It is equipped with the necessary technical human resources to coordinate distribute information with the goal of reacting to each circumstance that occurs on the road.

The Emergency Service Teams are responsible for providing first aid in the event of accidents and for installing provisional emergency signs to facilitate the flow of traffic. The target response time to an accident is less than 15 minutes, with qualified personnel and equipment available. These services are operated through an ongoing collaboration with SOS-Deiak, the Fire Brigade, and the Assistance Centres.

- There are Winter Road Plans to guarantee road safety in inclement weather conditions.
- The road cleaning maintenance plans have been designed to ensure optimum driving conditions.
- There are other safety devices, such as barriers, beacons static safety elements to ensure safety on the motorway.

Telephones connected to the Traffic Management Control Centre are located every 2 kilometres along the right-hand edge of the motorway in both directions. There are phones every 100 metres in the Zaldibar tunnel.

The safety cameras connected along the motorway will be connected to the Traffic Management Control Centre, which will enable any emergency problem on the motorway to be detected, Emergency Services to be notified, information to be sent to the electronic message panels connections to be established with assistance centres (SOS Deiak) according to the emergency.

Given the characteristics of the Zaldibar Tunnel, it is equipped with lighting, ventilation, SOS phones, cameras with Automatic Accident Detection system, electronic speed limit cross arrow signals, hose reels fire hydrants, along with fire environmental pollution detectors.
Environmental Commitment
Interbiak implements Environmental Management Plans that seek to minimize the impact of our projects on the environment. Corrective offsetting measures are introduced to improve the quality of the surrouding environment, along with actions that seek to reduce noise pollution minimise impact on nearby towns.

Accessibility and sustainable development

Traffic has increased in volume beyond all forecasts in recent years. This has raised questions regarding the feasibility of the High Capacity Network included in the Highways Plan until now. Recent traffic surveys have highlighted the lack of capacity of the network to meet current forecasts for the demand of long distance short trips with adequate levels of service.
In the specific case of the section of the A8 running through the Bilbao metropolitan area, a new road alternative is required to tackle future traffic requirements that are currently handled by the so-called Southern Solution.
The aforementioned alternative needs to be a new by-pass, the so-called Metropolitan Southern By-pass, as increasing the capacity of the current Southern Solution is not feasible due to the local terrain geographical constraints.
The existence of an alternative road the progressive adoption of a philosophy in keeping with European guidelines on pricing infrastructures based on payment by users “the polluter pays” principles, allowed us to conclude that tolls to use the new infrastructure need to be introduced.
In order to ensure a comprehensive accessibility system, other actions will have to be taken to provide access to the Metropolitan Southern Bypass, including:
- The Ballonti Expressway.
- Link road between the Txorierri Corridor the A8 to Bilbao.
- Alonsotegi Bypass the rest of the Cadagua Corridor.
The opening of the Metropolitan Southern Bypass, along with the other infrastructures mentioned above, will enable the metropolitan area connections between the banks of the Nervion estuary to be optimised in the medium long term. This will ensure an advanced accessibility system, that is, one that is interlinked hierarchical.
