BidesariaThe discount is 25% for the AP-8 Bizkaia, the VSM, and the Artxanda Tunnels
Requirements:
- You must be registered in Bidesaria

The discount is 25% on the fee for all journeys made on the Bizkaia section of the AP-8, the Southern Metropolitan Bypass, and the Artxanda Tunnels, by fully electric light vehicles that are certified in this regard, provided that they use the OBE as a means of identification and payment, so that the amount can be paid monthly in arrears through the account linked to the OBE device.
The discounts will be applied from the month following the month in which the documentation proving that the vehicle is light and 100% electric is received in full and in the correct manner.
Heavy goods transport vehicles
BidesariaThe discount applies to the AP-8 Bizkaia, the VSM and Artxanda Tunnels, the N-240, the BI-625, the BI-30, the N-636, the A-8 and the BI-10.
Requirements:
- Vehicles used exclusively for the transport of goods
- You must be registered in Bidesaria
- OBE as a means of identification and payment
Discounts are provided on the fee for all journeys made by heavy goods vehicles intended or used solely for the carriage of goods by road, provided that they use the OBE as a means of identification and payment, so that the amount can be paid monthly and in arrears through the account linked to the OBE device.

BidesariaThe discount is 13% on the toll fee on the AP-8 Galdakao-Gipuzkoa border, or the AP8-Southern Metropolitan Bypass (VSM) Bilbao-Santurtzi routes.
Requirements:
- Make 20 or more journeys during the calendar month in one direction only.
- Always use the same OBE or VIA-T as a means of identification and payment.
A 13% discount applies to journeys made by vehicles that complete 160 or more crossings through control points on the A-8 Autopista del Cantábrico (Cantabrian Motorway) and the BI-10 from Basurto (k.p. 119.500) to El Haya (k.p. 139.219) within a calendar month, provided the same electronic toll collection device (OBE) is used for payment. After having fulfilled the above conditions, the discount will be applied from the first journey.
A 13% discount applies to journeys made by vehicles that complete 180 or more crossings in a single direction on the N-240 Tarragona - Bilbao (Barazar) between El Gallo junction (k.p. 55.773) and the Ubidea bypass (k.p. 23.050), or an equivalent number of crossings through control points, provided the same electronic toll collection device (OBE) is used for payment.
A 13% discount applies to journeys made by vehicles that complete 160 or more crossings through control points on the N-636 Beasain - Durango (Kanpazar) between the border with Gipuzkoa (k.p. 34.980) and Durango (k.p. 49.350) within a calendar month, provided the same electronic toll collection device (OBE) is used for payment. After having fulfilled the above conditions, the discount will be applied from the first journey.
A 13% discount applies to journeys made by vehicles that complete 160 or more crossings through control points on the BI-30 (formerly N-637) Cruces - Erletxes (Rontegi) between the Cruces junction (k.p. 8.000) and the Erletxes junction (k.p. 28.180) within a calendar month, provided the same electronic toll collection device (OBE) is used for payment. After having fulfilled the above conditions, the discount will be applied from the first journey.
A 13% discount applies to journeys made by vehicles that complete 160 or more crossings through control points on the BI-625 between Laudio (k.p. 372.560) and Basauri (k.p. 387.310) within a calendar month, provided the same electronic toll collection device (OBE) is used for payment. After having fulfilled the above conditions, the discount will be applied from the first journey.
AP-8 and VSM combined
The discount is 13% on the toll fee for journeys made on the AP-8 Galdakao-Gipuzkoa border by those heavy goods vehicles that make 20 or more journeys during a calendar month using a combination of the AP-8 Galdakao-Gipuzkoa border and the AP-8 VSM Bilbao-Santurtzi, in a single direction, and provided that the same OBE or VIAT is used as a means of identification and payment on both infrastructures on the same day (excluding journeys at tariff 0). After having fulfilled the above conditions, the discount will be applied from the first journey.
VSM and AP-68 combined
The discount is 13% on the toll fee for journeys made on the AP8-Southern Metropolitan Bypass (VSM) Bilbao-Santurtzi by those heavy goods vehicles that during the calendar month make 20 or more journeys using a combination of the AP-8 VSM Bilbao-Santurtzi motorway and the AP-68 motorway (Bilbao-Zaragoza motorway), in a single direction and with consecutive journeys between both infrastructures, and provided that the same OBE is used as a means of identification and payment for both infrastructures on the same day (excluding journeys at tariff 0). After having fulfilled the above conditions, the discount will be applied from the first journey.·

I have a 100% electric light vehicle and I want to access the DISCOUNTS FOR EFFICIENT VEHICLES, what do I have to do?
If your vehicle is light and 100% electric, all you have to do is register on the Interbiak website on the Bidesaria platform and register your 100% electric vehicle.
To do this, after registering, go to the "My efficient vehicles" tab and select the option "Discount application for light vehicles".
Fill in the information requested and provide the vehicle's REGISTRATION CERTIFICATE.
Remember that the vehicle must be a light vehicle and 100% electric.
You will need to:
- Be registered in the Bidesaria system (you can access it online).
- Make the transits with that vehicle and pay with a VIAT (OBE) device (Via-T)
To do this, after registering, go to the "My efficient vehicles" tab and select the option "Discount application for light vehicles".

- Scan or photograph the vehicle registration certificate and attach it to the application.
- Accept the privacy policy under the current legislation and click on "Submit application".
- Once you have registered one or more number plates, the screen will give you more information: you will see a list of the applications you have submitted, their status, and the actions you can take for each application.

How do I know if I have registered correctly?
Once you send your electric vehicle registration application, the system will indicate that the application has been sent correctly. You will also receive an e-mail confirming that the application has been sent to the system.
From this moment on, the application is pending processing.
Once the application has been processed, whether accepted or not, you will receive a notification by e-mail.
The e-mail will inform you that your application has been accepted and the registration is complete if everything is correct. And you will not have to do anything else.
If we detect any incorrect information, the e-mail will inform you of this fact and you will have a maximum of 10 days to rectify the fault. If you do not carry out the necessary actions within the period indicated, it will be understood that you do not wish to continue with the application and will be archived.
It is important to remember that the vehicle registration application will only be valid once you have received Interbiak's approval and will take effect from the date expressly indicated in the approval notice.
All communications are sent by EMAIL, so it is essential that you periodically check both your e-mail inbox and the spam (junk mail) folder of your e-mail, in case your e-mail provider has deposited the corresponding communication there.
Remember that all the steps you take are also available online through the BIDESARIA application, so if you are registered you can access everything related to your discount application whenever and wherever you want.

What is the discount for LIGHT EFFICIENT VEHICLES and how is it applied?
The discount is 25% on the fee for all journeys made on the Bizkaia section of the AP-8, the Southern Metropolitan Bypass, and the Artxanda Tunnels, by fully electric light vehicles that are certified in this regard, provided that they use the OBE as a means of identification and payment, so that the amount can be paid monthly in arrears through the account linked to the OBE device.
The discounts will be applied starting from the month following the one in which the documentation certifying that it is 100% light electric vehicle is received completely and appropriately.

I have an efficient heavy goods vehicle and I want to access the EFFICIENT VEHICLE DISCOUNTS, what do I have to do?
If your vehicle is a heavy goods road transport vehicle, you must register on the Interbiak website on the Bidesaria platform and register your efficient heavy goods vehicle.
To do this, after registering, go to the "My efficient vehicles" tab and select the option "Discount application for heavy goods vehicles".
Fill in the requested information and provide the vehicle's TECHNICAL CARD and, where applicable, documentation accrediting the type of efficiency.
Remember that the vehicle must be a heavy goods transport vehicle and that it must comply with one of the following engine types and emission levels:
- Heavy electric, hybrid or gas-powered, vehicles with "O" and "ECO" labels of the DGT classification.
- Heavy EURO 6.
- Heavy EURO 5.
Log in to your Personal Area, go to the "My efficient vehicles" tab and select the "Heavy goods vehicle discount application" option.
Go to the "My efficient vehicles" tab because this is where you will register the registration number of the heavy goods vehicle.

Click on the option "Heavy vehicle discounts"
The first time you log in, you will only see this screen, and have to click on "Apply for HGV discount".

There are three types of discounts depending on the type of engine and its emissions level.
The discount will be applied to the amount of the resulting fare on all journeys made on the Bizkaia section of the AP-8, on the Southern Metropolitan Bypass and in the Artxanda Tunnels by heavy goods vehicles that are accredited as efficient and provided that they use the OBE as a means of identification and payment, so that the adjustment can be paid monthly and in arrears in the account linked to the OBE device.
- Discounts of 25% for electric, hybrid and gas-powered heavy-duty vehicles, with the "O" and "ECO" classification of the DGT.
- Discounts of 20% for EURO 6 heavy-duty vehicles.
- Discounts of 15% for EURO 5 heavy-duty vehicles.
The discounts will be applied from the same month in which the documentation proving that the vehicle is a heavy goods road transport vehicle and complies with the efficiency requirements foreseen is received completely and correctly.

How can I qualify for discounts based on CO2 emissions modulation reductions?
If your vehicle is a heavy goods road transport vehicle, you must register on the Interbiak website on the Bidesaria platform and register your efficient heavy goods vehicle.
To do this, after registering, go to the "My efficient vehicles" tab and select the option "Discount application for heavy goods vehicles".
In Discount Type, select the type of discount you wish to apply for.
Fill in the requested information and provide the vehicle's TECHNICAL CARD, and, where applicable, supporting documentation for the SUBGROUP your heavy goods vehicle belongs to, as well as that showing the applicable EMISSIONS RATE.
Remember that the vehicle must be a heavy goods vehicle for road freight transport and must be classified as EURO VI or as 100% efficient.
If the date of first registration is prior to 1 July 2019, the class that corresponds to it is 01, meaning that you are not eligible for a reduction through CO2 adjustments.
If the registration date is after that date, the reduction class assignment will depend on the parameters established for its determination: the subgroup to which it belongs and the emissions rate.
Go to the "My efficient vehicles" tab because this is where you will register the registration number of the heavy goods vehicle.

Click on the option "Heavy vehicle discounts".

Which types of vehicles are eligible for toll reductions based on CO2 emissions classes?
Heavy goods vehicles classified as EURO VI, depending on the CO2 emissions class applicable to them, and 100% efficients heavy goods vehicles.

What is the CO2 emissions classification and how many classes are there?
Vehicles are classified into carbon dioxide emissions classes in accordance with the requirements of Directive 1999/62/EC (infrastructure charging directive).
Five CO2 emissions classes are established based on the CO2 emissions reference value, which is determined according to the year of registration, the emissions rate and the reference value derived from the subgroup to which the vehicle belongs.
By definition, all vehicles first registered before 1 July 2019 fall into Class 1 and all vehicles with CO2 emissions below 1 g/km fall into Class 5. Classes 2 to 4 are assigned according to the corresponding emissions level, based on the parameters established for determining them: date of first registration, subgroup to which the vehicle belongs and emissions rate.

What factors determine the CO2 emissions class?
In accordance with European regulations, each heavy goods vehicle is assigned to a group depending on its axle and chassis configuration and its technically permissible maximum laden mass. Furthermore, for vehicle groups 4, 5, 9 and 10, vehicle subgroups have been defined for typical emissions profiles (UD, RD, LH). A vehicle’s subgroup is determined according to engine power and cab type.
A CO2 emissions threshold value is established for each vehicle subgroup and is reduced year by year. A vehicle’s CO2 emissions class is determined by the percentage deviation of its specific CO2 emissions from the relevant threshold value. The relevant threshold value depends on the vehicle subgroup and the date of the vehicle’s first registration.
Threshold values for CO2 emissions have been defined for groups 4, 5, 9 and 10. Therefore, vehicles in other groups can only be classified under CO2 emissions Class 1, except for vehicles classified as zero-emission vehicles. Within these groups, European regulations have defined different subgroups: 4UD, 4RD, 4LH, 5RD, 5LH, 9RD, 9LH, 10RD, 10LH

How can I find out which class my vehicle belongs to?
You need to check various details relating to your heavy goods vehicle, starting with the registration date.
If the date of first registration is before 1 July 2019, the applicable class is Class 1.
If the registration date is after that date, check section P.3 of the vehicle’s technical certificate. If it is marked “E/H”, it falls into Class 5.
For all other vehicles, it is necessary to check various details to determine the class to which they may belong. The details to take into account are:
- The subgroup to which the vehicle belongs You can find this information in the CoC (Certificate of Conformity) for the heavy goods vehicle, under section 49.7, or in the CIF (Customer Information File) for the heavy goods vehicle, under section 1.1.6
- The emissions rate (in CO2/t-km) For heavy goods vehicles, this information is included in the CoC (Certificate of Conformity) under section 49.5 or in the CIF (Customer Information File) under section 2.6.1
- The date of first registration This information is specified in the vehicle registration document
In order to assign the appropriate class to a heavy goods vehicle, the vehicle’s emissions data must be compared with the threshold tables defined in European regulations. These tables are defined by year of registration, stipulating that the classification must be reassessed every six years from the date of first registration and, where applicable, the vehicle will be reclassified into the relevant emissions class according to the thresholds applicable at that time.

What toll reductions have been established?
The reductions are determined according to the emissions class assigned to each vehicle. Please note that if your heavy goods vehicle is not EURO VI compliant or was first registered before 1 July 2019, it falls under CO2 emissions Class 1.

Sí. El Decreto Foral que regula las reducciones ha determinado que ambos ajustes en la tarifa son complementarios, pero es necesario que el vehículo ya registrado como eficiente sea clasificado conforme a la clase que le pueda corresponder por emisiones.
Únicamente en el caso de los vehículos que estén reconocidos a efectos de vehículo pesado eficiente como eléctricos o propulsados por hidrógeno, serán automáticamente reconocidos como integrados en la clase 5 por emisiones de CO2.

How can I find out the final CO2 emission class assigned to my heavy goods vehicle?
When you submit your application, the system will specify the provisional classification based on the information you have entered.
Once the information has been verified using the supporting documentation you must provide, the corresponding final classification will be assigned and you will be notified by email. You can also check the status of your application through your profile, as well as all the steps completed up to the time of your enquiry, in the class assignment process.

I have a HEAVY vehicle and I want to access the HABITUALITY DISCOUNTS for transits through the AP-8 and the VSM, what do I have to do?
Don't worry, you don't have to do anything.
The system will check monthly the transits with heavy vehicles that you have made in the sections of application of the discounts and if you meet the requirements, in the due month, it will make the corresponding payment.

What are these HEAVY DRIVER discounts and how are they applied?
The following discounts are established for heavy-duty vehicles intended or used exclusively for the road transport of goods. They are applied to the resulting tariff and provided that the OBE is used as a means of identification and payment so that the adjustment can be paid every month into the account linked to the OBE device.
- A 13% discount on the toll for journeys made on the AP-8 Galdakao-Gipuzkoa border by those heavy vehicles that during the calendar month make 20 or more journeys using a combination of the AP-8 Galdakao-Gipuzkoa border and the AP-8 VSM Bilbao-Santurtzi, in a single direction, and provided that the same OBE is used as a means of identification and payment on both infrastructures on the same day (excluding journeys at tariff 0). Once all of the above has been fulfilled, the discount will be applied from the first time it has been taken.
- A 13% on the toll for journeys made on the Bilbao-Santurtzi SRV for journeys made by vehicles making 20 or more journeys in a single direction during the calendar month, excluding trips made during zero fare hours, and paid for using the same OBE electronic identification and payment device. After fulfilling the above conditions, the discount will be applied from the first journey.
